Inspect a canonical base32-lower SHA2-256 or SHA2-512 multihash. Return the exact algorithm code, required digest length, digest and binary envelope as Base64url. Refuse wrong lengths, unsupported hashes, alternate base/case, padding, trailing bytes and overlong varints before payment. Maximum 1024 ASCII input characters. Structural decoding is not a comparison with content, author authentication, CID parsing or retrieval.
